Fill out a Temporary Surface Permit application from the Colorado Springs Department of Planning and Development. It can be turned in via mail or in-person.
There is a $50 fee that must be paid when you complete the permit application.
The dumpster must not impede the follow of traffic nor use of public property, among other rules. It cannot take up more than 1/5 of a sidewalk’s width. Also, the container must be placed in a way that prevents litter from collecting under or on top of it and does not allow it to be moved by wind or other natural forces. Make sure the structure is constructed in a way that minimizes any excessive sharp edges or protrusions.
